President Museveni Dismisses Dorothy Kisaka & other Top KCCA Officials After IGG Report on Kiteezi Landfill Disaster

President Yoweri Museveni has taken decisive action following a damning report from the Inspector General of Government (IGG) on the Kiteezi Landfill disaster. Exercising his constitutional authority under Article 172 (1)(a) of the 1995 Constitution, the President has dismissed several senior officials of the Kampala Capital City Authority (KCCA), citing evidence of criminal negligence.

The officials affected by this decision include:

• Mrs. Dorothy Kisaka, Executive Director
• Engineer David Luyimbazi, Deputy Executive Director
• Dr. Daniel Okello, Director of Public Health

The IGG report highlighted significant oversights and negligence in the management of the Kiteezi Landfill, a critical issue that contributed to the disaster. In response, President Museveni has called upon the Criminal Investigations Department (CID) and other crime management agencies to further investigate the case, with a focus on criminal negligence.

To maintain continuity in the KCCA’s leadership, the President has directed the Public Service Commission to advertise the vacant positions of Executive Director, Deputy Executive Director, and Director of Public Health, aiming to appoint new leaders within three months. In the interim, the Minister for Kampala has been instructed to advise the President on temporary appointments to ensure that the KCCA’s operations continue without disruption.

President Museveni’s actions underscore his commitment to accountability and good governance, ensuring that those responsible for mismanagement are held accountable and that the highest standards of public service are maintained for the benefit of all Ugandans.
